Delivering Better Housing and Energy Outcomes with Efficiency Manitoba

Raven Outcomes and Efficiency Manitoba have established an official partnership to deliver community-led housing retrofits through energy-efficient ground source heat pumps. 

By working through Raven’s outcomes finance model, Efficiency Manitoba was able to meet its provincial energy efficiency goals in a way that respects Indigenous governance and prioritizes long-term, culturally aligned impact. Raven served as a trusted partner to coordinate private and philanthropic capital, support delivery, and verify outcomes through independent evaluation.

Grounded in values of reciprocity, trust, flexibility, and long-term partnership, this collaboration led to the creation of the First Nation Energy Efficiency Working Group—an initiative built on OCAP® principles and designed to strengthen Indigenous leadership in Manitoba’s energy transition.

Together, Raven and Efficiency Manitoba have built a scalable, outcomes-based model that advances policy goals, supports Reconciliation, and creates lasting impact in Indigenous communities.

FAQs

Can we use existing program budgets?

Yes. Outcomes finance can be implemented using funds from existing program budgets. It’s designed to complement—not replace—existing funding models. 

Is this complicated to administer?

No. Raven provides full support through the design, contracting, and verification phases. We’ve already partnered with federal and provincial departments, and we follow proven contracting pathways. 

How are outcomes selected?

Outcomes are co-designed with Indigenous communities and aligned with government priorities—like housing retrofits, energy savings, health care savings, or employment rates. You choose the outcomes you care about. 

What’s the value of adding private capital?

Bringing in private capital allows programs to move faster, scale more efficiently, and reduce risk for governments. You only pay for success—so taxpayers fund results, not just activities. 

Does this align with Reconciliation goals?

Yes. Raven is Indigenous-led, and all projects are developed with and by Indigenous communities. Outcomes finance supports self-determination, builds local capacity, and creates long-term solutions rooted in Indigenous values. 

How is success measured?

All outcomes are verified by independent third-party evaluators using transparent, community-informed metrics. Governments receive detailed outcome reports.

Current contracts focus on housing, clean energy, and health. The model can also be applied to justice, education, mental wellness, employment, and more.
