Indigenous communities have been clear: “We know what works—we just need funding that respects our ways.”

Raven Outcomes was created to meet that need. For too long, funding has been top-down, hard to access, and not focused on real results. Raven Outcomes changes that by putting Indigenous communities in the lead and tying funding to what works. We are the first Indigenous-led outcomes fund in Canada—and the only one of our kind in the world. We work with communities to support solutions that create lasting change, from healthier homes to clean energy, better health, and good jobs.

Raven Outcomes builds on a broader movement. Raven Indigenous Capital Partners opened private investment to Indigenous businesses. Raven Indigenous Impact Foundation built trust, research, and training. Raven Outcomes advances that legacy by focusing on outcomes finance—a new way to fund results-driven, community-led solutions. Why it matters

For too long, funding for Indigenous communities has been slow, top-down, and not focused on what works. Raven Outcomes is changing that by putting communities in the lead and tying funding to real results. This approach gives Indigenous Peoples more control, stretches public and private dollars further, and supports self-determination. It helps build stronger local economies, better housing and health, and protects the environment. It’s a practical, community-led path toward lasting change and true Reconciliation.

What we do

We use a model known as outcomes finance. It brings together funding from government, philanthropy, and private investors to support solutions designed and led by Indigenous communities. These projects can focus on housing, health, clean energy, jobs, and more. We do this through Community-Driven Outcomes Contracts (CDOCs). These are funding agreements where governments or other partners only pay if the project works. That means funding goes to what actually delivers results.

Raven Outcomes is unique due to our ability to bring together the right partners, funding, and tools to make these projects possible. We’re not just a funder—we’re a connector, a capacity-builder, and a long-term partner. Our team provides strategic guidance, outcomes design expertise, investment structuring, and accountability frameworks—all while staying grounded in Indigenous values and governance. Raven Outcomes adds value at every stage, helping communities shape solutions, secure funding, and scale what works.

More About Outcomes Finance

Outcomes finance is a new way to fund community projects. Instead of paying for programs up front and hoping they work, governments and other funders only pay if the project succeeds. It’s about results—not just good intentions.

Here's how it works:

Private and philanthropic investors provide the money needed to start a project. The project is designed and led by the community, with support from partners like Raven Outcomes. Clear goals are set ahead of time—for example, lower energy bills, better health outcomes, or more people trained and employed. These goals are tracked and measured by independent experts. If the project meets its goals, the government repays the investors. If the goals aren’t met, the government doesn’t pay. This means public dollars are only spent on what actually works—and the financial risk is taken on by the private investors, not the community.

This model encourages innovation, because it gives communities the freedom to design programs that fit their needs, while making sure everyone is focused on real impact. It brings more partners to the table, stretches funding further, and builds long-term solutions. Raven Outcomes Fund I uses this model to support Indigenous-led projects in housing, clean energy, and health. Every project is built in partnership with the community and measured by third-party evaluators to make sure it delivers real, lasting change.

Ahwidokazit Wendy Phillips

Wendy Phillips is a Traditional Healer, Seer, and Spiritual Leader from the Potawatomi and Ojibwa Nations, and a proud member of Wasauksing First Nation. As Raven’s Elder in Residence, she brings deep cultural knowledge, spiritual guidance, and traditional teachings to our work. Wendy carries the 8th Fire Prophecies, conducts a wide range of ceremonies, and supports Indigenous-led healing and governance. She holds a Master’s degree in Anishinaabe Traditional Governance from York University and was awarded the Remarkable Woman Award and Community Medal for her contributions.

Alisa is a senior finance professional with over 40 years of experience supporting both corporate and non-profit organizations. As CFO at Raven Outcomes, she ensures strong financial management across our funds and operations. Outside of work, Alisa enjoys sailing the Gulf Islands with her partner.

Angel Sansregrett

Angel is a young leader of mixed heritage Indigenous (Métis-Saultaux-Black) based on Treaty 7 territory. As Strategy Analyst, she supports policy, research, and partnership-building. Angel holds degrees in Sociology and Industrial Relations, and serves on national youth councils, including Deloitte’s Indigenous Youth Advisory Circle.

Aura Silva

Aura Silva supports community-led health and environmental projects at Raven Outcomes as an Associate in Outcomes Finance. Originally from Mexico City and now based on W̱SÁNEĆ territory, she brings experience in climate policy, research, and impact investing. Aura holds an MBA in Sustainable Innovation and previously co-founded the Propel Impact Fund. Outside of work, she loves soccer, hiking, and sea kayaking.

Jeff Cyr

Jeff, Métis from the White Horse Plains in Manitoba, is the architect behind Raven’s outcomes finance model. With over two decades of leadership in Indigenous policy, investment, and innovation, he spearheaded Canada’s first Community-Driven Outcomes Contract. Jeff is also a Co-Founder of Raven Capital and President & CEO of the Raven Indigenous Impact Foundation. He is an Ashoka Fellow and a recognized voice in Indigenous social finance globally.

Lianne Adair is an Outcomes Finance Analyst and proud member of the Manitoba Métis Federation. She brings experience in green asset management and social finance, having worked at CPP Investments and with organizations like Propel Impact. Lianne studied Finance at UBC and contributes to Raven’s work in housing and clean energy outcomes. She loves tennis, solo travel, and her two dogs.

Marie-Josée Parent

Marie-Josée Parent leads outcomes contracting and impact strategy at Raven Outcomes. A former Montreal City Councillor and Indigenous arts leader, she brings expertise in policy, culture, and sustainability. Marie-Josée holds degrees in philosophy and art history, and has served on UNESCO’s cultural commissions. Of Mi’kmaq and Acadian ancestry, she is based in Montreal and is a proud wife and mother of two.

Rebecca Waterhouse

Rebecca oversees Raven’s investment strategy and portfolio management. Based in Perth, ON, she brings deep experience in impact investing, philanthropy, and policy. Rebecca previously held roles at MakeWay and the Canadian Alternative Investment Cooperative, and holds a Master’s in Philanthropy and Sustainable Investment Certification. She also leads the Responsible Investing Committee for her local community foundation.

He also serves as a fund advisor and venture partner at impact-focused VC firms.
